Safety Equipment On Board: Boat Size, Sailing Area, Rules And Practical Readiness
Safety equipment is not one universal list. It depends on the boat, the waters, the crew and the rules that apply to that trip.
A legal minimum can be too little for a tired crew, cold water, night sailing, offshore distance or a long time to rescue. The useful question is not only what must be carried, but whether the gear is reachable, maintained and understood.
First Principle
Required equipment is only the starting point
A boat can be legal and still not be well prepared. Rules normally describe a minimum for a certain boat, flag state, operating area or activity. They do not know your crew, your fatigue, your water temperature, your night passage, or how long rescue may take where you sail.
This guide is written as a starting hub. It helps a skipper think through boat size, sailing area and safety gear, then points to official places where the actual rules must be checked.
Why the rules feel confusing
Safety-equipment rules are confusing because several different rule systems can touch the same boat. The answer can change when the boat crosses a border, enters a race, takes paying crew, changes flag, or sails farther from shore.
- Flag state: the country where the boat is registered may set requirements.
- Local waters: the country or region where the boat sails may add local rules.
- Boat size and type: rules often change by length, engine, cabin, gas system or number of persons.
- Use: private cruising, charter, training, commercial use and racing can be treated differently.
- Sailing area: inland water, sheltered coastal water, near-coastal passages and offshore passages are not the same risk.
- Insurance and race rules: these can be stricter than the law.
Because of this, a copied checklist from the internet should never be treated as law. Use it to understand what to ask, then verify the official answer for your own boat.
Small sailing boat or day boat
This is the small boat used close to help, in protected water or for short daylight trips. The main risks are falling in, sudden weather, no communication, no anchor, no light, and being harder to find than expected.
- Lifejacket or buoyancy aid for every person, worn when conditions suggest it.
- Whistle, small light or personal marker where practical.
- Waterproof phone case, handheld VHF, or another reliable way to call for help.
- Paddle or oar if the boat depends on a small engine.
- Bailer, bucket or small pump.
- Anchor with enough line for the local depth.
- Tow line, knife and simple first aid.
- Torch or navigation lights if darkness is possible.
- Weather checked before leaving, including the return time.
Medium coastal cruiser
This is the cabin boat used for coastal passages, anchoring, weekends, night arrival, engine use, shore power, gas cooking and changing weather. The boat now has more systems, and more ways to get into trouble.
- Proper lifejackets with crotch straps, lights and whistles where possible.
- Harnesses, tethers and jacklines for night, bad weather and singlehanded work.
- Fixed VHF/DSC and a charged handheld VHF backup.
- Flares or approved electronic distress signals where required or useful.
- Fire extinguishers, fire blanket, gas shutoff routine, gas alarm and CO alarm where relevant.
- Manual and electric bilge-pump arrangements, with the manual pump handle found.
- Wooden plugs or soft plugs near seacocks.
- Emergency tiller, anchor gear, tow line, fenders and strong-points plan.
- First aid kit, spare water, headlamps, batteries, warm clothing and simple food.
- Backup navigation: compass, chart or offline chart, log and enough power reserve.
Larger or offshore sailing boat
For offshore or longer coastal passages, the problem is often not the first failure. The problem is time. Rescue may be many hours or days away. Weather can change. Crew can become tired, sick or cold. One failure can start a chain of other failures.
- Liferaft, serviced and reachable without emptying half the boat.
- Grab bag with water, signals, lights, knife, medication, handheld VHF, spare power and critical papers.
- EPIRB registered to the boat, with battery date and hydrostatic release date checked where fitted.
- PLB or AIS MOB for crew, especially for night and singlehanded risk.
- Satellite communication or other offshore backup if outside normal radio/phone range.
- Storm sails, heavy-weather sail plan, preventer, spare lines and chafe protection.
- Drogue or sea anchor where appropriate for the boat and intended waters.
- Bolt cutters or a realistic rig-cutting plan.
- Damage-control kit: plugs, collision mat or tarp, epoxy/putty, hose, clamps, softwood, tools and strong tape.
- Offshore first aid, personal medicine, seasickness plan and written emergency notes.
- Non-electronic navigation backup and a way to keep a manual log.
Think by risk, not only by boat length
Boat length matters, but risk changes faster than length. A small boat in cold water can be more urgent than a larger boat in warm protected water. A medium boat with one tired singlehanded skipper at night may need more practical safety margin than a larger boat with rested crew.
- Cold water: lifejacket, harness, reboarding plan, thermal protection and fast call for help matter more.
- Night sailing: lights, personal markers, jacklines, VHF volume, alarms and crew briefing become more important.
- Offshore distance: EPIRB, liferaft, grab bag, water, medicine and long-duration communication matter more.
- Singlehanded sailing: staying on board, clipping on, sleeping discipline and self-recovery equipment become central.
- New crew: labels, location cards and short briefings are as important as owning the gear.
- Bad weather: gear must already be rigged or reachable before the deck becomes unsafe.
Personal gear
Personal gear only works if it is worn or close enough to use. A lifejacket in a locker may satisfy a list, but it will not help a person already overboard.
- Lifejacket fitted to the person, not only present on the boat.
- Crotch straps adjusted so the jacket cannot ride up.
- Light, whistle and sprayhood where possible.
- Harness and tether inspected for stitching, corrosion and damage.
- Jacklines rigged before bad weather or darkness.
- Knife reachable by the person who may need it.
Distress and communication gear
Calling for help is not one device. It is a chain: distress alert, position, voice contact, local visibility, and enough battery power to keep transmitting.
- Fixed VHF/DSC programmed with correct MMSI where fitted.
- Handheld VHF charged and stored where water will not kill it.
- EPIRB registered and updated when ownership or contact details change.
- PLB or AIS MOB understood by the crew.
- Flares in date where they are carried, and stored dry but reachable.
- Torch, signal mirror, strobe, emergency flag or other visual signals.
Inspection and lifetime
Safety gear ages quietly. Batteries expire. gas cylinders corrode. inflation mechanisms fail. Flares expire. Liferafts need service. A checklist should include dates, not only names.
- Check lifejackets before a passage: fabric, bladder, straps, stitching, cartridge, bobbin or automatic head, light and whistle.
- Service inflatable lifejackets according to the maker's instructions and local requirements.
- Check fire extinguishers for pressure, corrosion, mounting and expiry/service date.
- Check EPIRB, PLB and AIS MOB battery expiry and test mode according to the manual.
- Check liferaft service date, painter access and hydrostatic release if fitted.
- Check flare expiry and local disposal rules for old pyrotechnics.
- Check first aid expiry dates, seasickness medicine and personal medicine.
- Write the dates somewhere visible, not only in a forgotten manual.
Where the gear is matters
Many boats have enough equipment on paper, but only one person knows where it is. That is fragile. If the skipper is hurt, seasick, overboard or busy, the crew must still find the right gear quickly.
- Make a printed safety gear location card.
- Mark lifejackets, flares, first aid, fire extinguishers, seacocks, grab bag and emergency tiller.
- Show every crew member how to call for help and where the VHF is.
- Show how to stop gas, fuel and main electrical loads.
- Keep the liferaft and grab bag reachable when offshore, not buried under cruising gear.
- Re-check storage after heavy weather, repairs or guests have moved things.
A practical inspection rhythm
Safety equipment should be checked in layers. Some things are checked every trip, some every month, and some by date. The important part is that the check is written down and simple enough to repeat.

How to use official rules without getting lost
The official rule question should be asked in the right order:
- What is the boat's flag state or registration country?
- Where will the boat sail on this trip?
- Is it private use, charter, training, commercial use or racing?
- What boat length/category/engine/person limits are used by that authority?
- Are there local rules for lifejackets, flares, radio, children, navigation lights or registration?
- Do insurance, marina, rally or race rules add stricter requirements?
EU design categories and CE/RCD markings can help describe what kind of conditions a boat was designed for, but they are not a full cruising-equipment law for every country and every trip.
